The design concept bases on a scene of ocean in a sunny day, when the blue sky with white clouds meets the ocean with waves. It integrates the regular standard classrooms and art classrooms, as well as the dynamic exhibition platforms, into one white volume. On the facade, circulation and scattered platforms are shown in negative spaces colored in blue. The white vertical louvers of the dynamic art classrooms animates dynamically when students and staffs walk along the runway, like waves in the ocean. Due to the reasonable selection of building materials and structure design, the final construction costs are covered by the limited budget.

设计中海天蓝与海浪白的设计理念被提出，教学楼以白色为主色调的同时结合蓝色、灰色的穿插体量，形成简洁大气又富有变化的建筑形象；宿舍楼则局部点缀鲜艳亮色，创造活跃温暖的生活氛围。设计在一栋建筑中整合了常规布置的普通教室、灵活布置的艺术教室与艺术展廊。其中西立面为艺术与活动环廊，跳跃的艺术教室被整合在一个白色的方形体块中，保持完整的建筑体量感；同时，在蓝色墙面的灰空间中表现楼梯的线条穿插和平台的高低错落，突出教学楼内各种功能空间的连接和整体的连续性；随着师生走过操场跑道，艺术教室的垂直的白色百叶立面因摩尔纹效应形成动感的变化，在阳光照射下仿佛海浪般闪耀粼粼波光。最终,通过建筑材料和构造方式的合理选择，在满足较低的建造预算的同时保证较好的建成效果。
